Combine water and sugar in a small saucepan. Bring it to a boil and stir until sugar dissolves. Add 2 packs spearmint, washed. Simmer for 1 minute or until the syrup thickens a little. Remove from heat and let syrup steep, about 30 minutes.
Pour syrup into a sterilized glass jar through a mesh strainer to remove mint leaves and stems. Let cool.
